The "Mietpreisbremse" is a good instrument to regulate the price of housing

The Mietpreisbremse is a German rent-control instrument that limits how much landlords can charge when entering into a new rental contract in designated areas with tight housing markets. Under the rules, the initial net cold rent (Nettokaltmiete) is generally limited to no more than 10% above the local comparable rent (ortsübliche Vergleichsmiete), as determined primarily by the applicable Mietspiegel. The policy therefore does not freeze existing rents or set an absolute rent ceiling; instead, it regulates the rent that can be agreed when an existing dwelling is newly rented. Certain exemptions apply, particularly for newly constructed apartments, extensively modernized properties, and cases where the previous rent already exceeded the permitted threshold.
